This is how I view the tier system. My idea of any tier buster is straight forward with a reasonable explanation. If someone is a galaxy buster than they will destroy a galaxy in a single blow either using a casual attack or their ultimate. If someone has galaxy level durability they will show tanking a galactic level explosion. So to be classified as universal level you must be able to either tank a universal level explosion or shown taking out a universe with one attack. But that's not all to completely destroy a universe one must destroy the space time continuum past, present and future. I get in popular believe to be considered a low multiversal buster one needs to destroy 1,000 timelines. The thing is each franchise has its own multiverse "type" and different franchises have different multiverses composed of different scales. Each one with its own unique properties. What I classify as a multiversal buster regardless of the type. Is to simply wipe out "all" timelines within that multiverse. If there's a multiverse with 100 universes, and someone takes them all out in one shot. They are multiversal level in that particular franchise. But while one might be multiversal level in franchise doesn't mean they are in another. Different franchises have different scale universes and multiverses. For example in my book a single universe has infinite galaxies. The multiverse has infinite universes. There's also an Omniverse with infinite multiverses. No more and no less. Compared to other franchises my cosmology would be considered gigantic but compared to others mine would be considered tiny. If someone lived in a universe with finite galaxies but the multiverse had infinite universes and had the power to take out said multiverse then they would be multiversal level in accordance to that franchise but compared to mine that multiverse would be equal in scale compared to just 1 universe in my book. It's important to note and always remember that different franchises will always be different from each other. Always research your beloved franchises to find out just how big and complex they are. In DC taking all high end statements into consideration. The universes are said to be 1,000 times larger than our observable universe and the universe is said to be expanding still. The DC multiverse is said repeatedly to have infinite universes. While the main story mostly focuses on the 52 core universes anyone who has followed DC for years knows the multiverse does have endless universes. And the overvoid aka the DC omniverse has endless multiverses. There's also a Megaverse and Metaverse in DC comics and countless other constructures. Suffice to say DC bigger than my cosmology. In DBS were never given a specific statement on how large the DB universe is. The diazenshuu does say it is endlessly expanding. But as I mentioned In my comment the other day there's a difference between something growing to become infinite. Vs something already without end. In the old days it used to be 4 galaxies until it was retcon in super to have more galaxies as shown in dbs ep 41 with the appearance of Zeno and super Shenron. Going by death battle they believe the universe is 9 times our own universe due to the extra realms. Which is just an assumption on their part but it is reasonable So universe 7 is 9 times our universe. The DB multiverse only has 12 universes (though it once had 18 universes.) Now in Canon all 12 universes are contained within the same timeline. According to the black arc the 5 green time rings represent different timelines created by the influence of time travel. So 9 × 12 = 108 observable universes. Times the 5 extra timelines we get 540 universes. So the DB multi timelines would be 540 times larger than our observable universe. So now time for the none Canon games. I finally did some research on xenoverse and I finally started playing the game, apparently the xenoverse is said to "possibly" have infinite timelines. If I highball this statement and say it's fact then the entire Dbz xenoverse would be equal in scale to just one universe in my story. But as far as Canon is concerned the dbz cosmology is tiny.

Not sure if this could've actually happened but... since red hood was trained by batman, he obviously would've been trained in stealth, I'm sure winter soldier also was but probably not to the level of red hood. So if red hood somehow found a way to like maybe turn off all the lights, couldn't he shoot winter soldier in the head or something?
